Salary Range: $80,916.00 To $94,660.00 Annually

SUMMARY OF FUNCTIONS

Reporting to the Manager Conservation Areas this position is responsible for leading the development and implementation of recreational programs, special event and resource management on authority lands and is responsible for daily operations of the Conservation Areas. This includes buildings, facilities, trails, and public open spaces for liability, maintenance, customer service, enforcement, revenue, and public programming.

ELIGIBILITY REQUIREMENTS

  • University degree or college diploma in parks management, outdoor recreation, or other related studies
  • 5 years’ experience directly related to park operations, land care, asset management, facility management and community engagement
  • Demonstrated 5 years supervisory experience required
  • Ability to be or is designated as a Provincial Offences Officer
  • Valid Standard First Aid Level C + AED
  • Conservation Authority Compliance Training Level 1 or equivalent
  • Valid Ontario Class “G” driver’s license in good standing
  • Must be able to successfully acquire a Police reference check for Vulnerable Sector Screening Program
  • Naloxone certification required
  • De-escalation experience
  • Knowledge of Accessibility for Ontarians with Disabilities Act an asset
  • Chainsaw Operator’s certification is an asset

  • Sound knowledge of the Conservation Authorities Act and Trespass to Property Act
  • Fluent with Microsoft Office Suite (Word, Excel, PowerPoint, Teams, OneDrive, SharePoint), Apple iPhone and tablets, and GPS units.
  • Good working knowledge of relevant health and safety legislation, regulations, programs, policies, and procedures.
  • Ability to work outdoors in adverse weather conditions.
  • Ability to work weekends and Holidays

SUMMARY OF MAJOR TASKS

Conservation Area Programming

  • Supervise full-time, contract, and hourly staff as well as volunteers during Conservation Areas programs and special events
  • Prepare and implement event management agreements
  • Participate in the promotion of Conservation Areas and other CVC related activities
  • Research and develop new programs and events. Includes but not limited to equipment and facility rentals.

Park Operations and Maintenance

  • Lead preparation of shift schedules
  • Lead hiring, training, evaluating, and motivating full-time, contract, and hourly staff
  • Prepare cost estimates for maintenance projects
  • Lead daily maintenance, operations, and program delivery while providing excellent customer service
  • Develop weekly, monthly, and seasonal work plans for Conservation Area staff, contractors, and volunteer groups
  • Prepare, review, and/or advise on the development and implementation of safe working procedures, operational policies, emergency plans, and third-party agreements
  • Coordinate and execute preparation and response to extreme weather events in accordance with operational policies
  • Research, source, and purchase materials, supplies, and services in accordance with CVC’s Purchasing Policy
  • Implement grounds, building, facility and equipment maintenance
  • Perform maintenance to exterior and interior of buildings – including but not limited to minor electrical, carpentry and plumbing repairs, repairs to boardwalks, bridges, benches, kiosks and picnic tables
  • Train staff on property liability check procedures, equipment, and vehicles in accordance with CVC policies
  • Review liability checks for accuracy and confirm that noted deficiencies are addressed promptly
  • Maintain liability check file system for previous years reports in case legal action is required[HH1]

Enforcement

  • Provincial Offences Officer duties include
    • Enforce Conservation Authorities Act and Trespass to Property Act
    • Issue verbal and written warnings, offence notices, prohibitions, and evictions when appropriate
    • Respond to and de-escalate visitors engaging in aggressive or abusive behaviour
    • Provide on-call before and after-hour service response as required
    • occurrences and infractions to support prosecution of offenders and testify in court as required

Budgeting

  • Prepares, reviews, and/or advise on the development and implementation of Conservation Areas operational and special event budgets
  • Aids and advises in the development of divisional budgets
  • Prepares cost-analysis for goods and services provided to ensure fiscal responsibility
  • Maintain and submit records and reports relating to operations, programming, and special events as directed
  • Participate in capital development forecasting which includes budgeting and implementation

Internal/External Partnerships

  • Maintain excellent communications and positive contacts with internal/external groups, agencies, and the local community
  • Direct and provide technical advice to land use/access permit/agreement holders
  • Provide on-site contact between CVC and land use/access permit/agreement holders
  • Participate in CVC’s Management Plan Committee and Advisory groups

Administrative

  • Work in collaboration with Human Resources to administer onboarding, training, and offboarding documentation
  • Maintain current and past training records for full-time, contract, hourly staff, and volunteers in accordance with the Ministry of Labour and Occupational Health and Safety Act
  • Respond, document, and ensure resolution for visitor and client concerns and report to Manager as required
  • Respond, document, and ensure conflict resolution for full-time, contract, and hourly staff in collaboration with Human Resources
  • Other duties and projects as appropriate to the position
