Position: Septic Clerk
Organization: Rideau Valley Conservation Authority
Work location: RVCA Headquarters, 3889 Rideau Valley Drive, Manotick, Ottawa. There is no direct public transportation to the worksite; candidates should ensure they have reliable transportation prior to applying.

Variable hours – 2 days per week, additional hours possible
1 year contract

About the RVCA:

RVCA is one of 36 conservation authorities in Ontario responsible for furthering the "conservation, restoration, development and management of natural resources in the watershed" under the Conservation Authorities Act. We are dedicated to protecting people and property from natural hazards like flooding and erosion, while conserving the wetlands, forests and natural areas that reduce their impacts.

About the Job

You will be responsible for:
• Compiling, recording and distributing applications and permits for processing
• Maintaining digital and hard-copy records and regularly updating the database
• Generating routine reports and standard maps
• Providing exceptional customer service to our applicants and other external clients
• Helping with special research projects and public education workshops from time to time

Who you are

As the preferred candidate you:
• Are a post-secondary student or graduate of an office administration or related program.
• Have 6 months to one year administrative or clerical experience.
• Have excellent computer and keyboarding skills and the ability to undertake detailed work accurately using Microsoft Word, Excel and Access.
• Are strong communicating in English both verbally and in writing. Being able to communicate verbally in French is an asset.
• Additionally, have exceptional customer service skills, demonstrated organizational skills and a commitment to meeting regular deadlines.
• May occasionally drive an RVCA vehicle, therefore you must hold a valid Driver’s License and have an acceptable driving record.

What we offer

• Variable weekly hours (typically 14-21 hours per week with flexibility to work up to 35 hours depending on workload and coverage for reception)
• Salary range: $18.00 to $25.73 hourly

JOB DESCRIPTION

Position Title: Septic Clerk
Department: Planning and Regulations Supervisor’s Position Title: Chief Building Official for the Rideau
Classification: Band 1 Date of Issue: May 2026

JOB SUMMARY
Provide administrative support for the septic system program which the Rideau Valley Conservation Authority implements under Part 8 of the Ontario Building Code.

RESPONSIBILITIES
1. Assist with workflow and records management for septic system applications, inspections, permits and correspondence.
2. Provide the initial client service contact for general inquiries, answering basic service delivery questions, mailing fact sheets or other information and directing customers to the appropriate conservation authority or other agency staff as it relates to Ontario Building Code requirements for the safe construction & operation of sewage systems.
3. Communicate information to the general public, applicants, designers and installers on application process and requirements, forms, fees, application status and funding programs.
4. Assist with creating and updating digital records for all aspects of the program, including new septic system applications, change of use/renovation permits, file searches, reinspection reports, orders to comply and stop work orders.
5. Provide administrative assistance including the writing, word processing, copying, mailing and filing of correspondence and reports.
6. Provide support to area inspector as required to obtain information for septic system installation & final grading inspections in observance of the guidelines by the Ontario Building Code, Part 8 Sewage Systems.
7. Will perform his/her duties in accordance with the Authority's Safety Policy and Procedures and in accordance with the Occupational Health and Safety Act and its regulations.
8. Other duties as assigned.

EFFORT & WORKING CONDITIONS
• 100% of work is performed indoors in a normal office environment
• Long periods of sitting
• Long periods of concentration and looking at computer screen
• Frequent use of other office equipment such as phones, photocopiers, fax machines
• Frequent interaction with members of the public by telephone, possibly in person
• Potential exposure to frustrated clients

REQUIRED SKILLS AND COMPETENCIES
• Post-secondary student or graduate of an office administration or related program.
• Experience with office administration and customer service (preferably 6 months or more).
• Must be flexible and easily adaptable to rapidly changing situations/priorities.
• Strong commitment to championing protection of the environment
• Excellent computer skills and good knowledge of Microsoft 365.
• Strong attention to detail and organization skills.
• Strong verbal and written communication skills in English.
• Bilingualism (English/French) is considered an asset.
• Ability to communicate in French is considered an asset.
• Excellent interpersonal skills.
