Position: Youth Outreach Officer
Organization: Native Fishing Association
Location: Minimum 3 days per week in NFA Head Office (100 Park Royal South, West Vancouver), supporting NFA staff team.

• Contract: Full-time, 35 hours per week, until March 31, 2029 (2.5-year contract). Flexibility to offer limited unpaid leave each year for fishing activities.
• Start date: October 1, 2026 (application deadline August 31, 2026)

• Salary: $70-75,000 annually, adjusted for experience, education, and proven skills.
• Travel: as needed to meet young NFA clients in person, or professional development opportunities. Must have valid BC driver’s license and vehicle.

Objectives of Role:

1. Be the point of contact and support for BC’s young (ages 19-39) Indigenous fishermen and fisherwomen approaching NFA for business services or financing.
2. Be responsible for delivering business training and workshops to young Indigenous fishermen and fisherwomen for starting or growing their businesses.
3. Be responsible for outreach to young Indigenous fishermen and fisherwomen throughout all of BC’s Indigenous communities.
4. Be responsible for assisting young Indigenous fishermen and fisherwomen to apply for and access the loan products offered by NFA.

Responsibilities:

Assisting BC’s young Indigenous fishermen and fisherwomen in navigating the BC fishing and seafood entrepreneurial ecosystem:

Loan Administrative Support – Provide loan application and post-approval administrative support to qualified young NFA clients as appropriate.

Business Plan Development – Assist young NFA clients and prospective clients, one-on-one with creating and refining their fishing or seafood-related business plans.

Business Coaching – Provide direct fishing/seafood business coaching and advisory services to young Indigenous fishermen and fisherwomen, involving other members of the NFA staff team as needed, based on the unique needs of each client.

Workshops and Training – When needed, provide training, workshops, and peer-to-peer learning opportunities for young Indigenous fishermen and fisherwomen, such as in-person small group learning circles, online webinars, and other business support.

Program Evaluation and Database Management – Take a lead role in managing the NFA database of Indigenous Fishers. Produce reports on NFA Youth program activities and outcomes as required, contributing to program evaluation efforts.

Small Business Lending Support – Assist with expanding the number of qualified young Indigenous fishermen and fisherwomen by assisting them in applying for financing or other loan products offered by the NFA.

Outreach to Indigenous Youth Entrepreneurs – Actively engage with BC’s young Indigenous fishermen and fisherwomen in all of BC’s Indigenous communities, to build relationships, and increase awareness about NFA’s services and financing options.

Minimum Qualifications

Experience: 3 to 5 years of experience in the BC fishing sector, or financial services sector. Experience in supporting BC’s Indigenous fishing sector will be highly valued.

Financial Knowledge: Proven experience with budgeting, financial systems, and procedures, with the ability to assist clients with financial planning and accessing loan products.

Education: A university degree or college diploma in business administration, finance, community economic development, planning, or fisheries-related field is preferred. Equivalent experience of being a long-time successful skipper, who managed vessel finances, will be considered.

Cultural Competency: Strong knowledge and understanding of BC’s Indigenous histories, cultures, and the unique challenges faced by BC Indigenous communities is an asset. Lived experience and/or direct knowledge of BC’s Indigenous youth’s roles in fishing and seafood business and economic development will be considered an asset.

Government Programs: Familiarity with government loan, grant, and contribution programs as they relate to Indigenous business development, particularly for young Indigenous fishermen and fisherwomen, is highly beneficial.
