POSITION OVERVIEW
Full-time position of 40 hours per week in office. Normal hours of operation are Monday to Friday 8:30 a.m. to 4:30 p.m. with the occasional need to be available for evening meetings.
The District Manager works under the guidance of the NRWD Board, reporting directly to the NRWD Board. The District Manager is responsible for overseeing the daily operations of NRWD by adhering to Watershed District budgets, policies and procedures.
KEY DUTIES AND RESPONSIBILITIES
District Administration:
- Direct daily operations of the district including the maintenance of buildings, facilities, and equipment
- Supervise, develop, and provide leadership to district staff
- Organize and attend monthly Board and Sub-Committee meetings
Program Development and Implementation:
- Direct the implementation of district programs ensuring delivery according to schedule, within budget and according to Board policies and priorities identified in the Cooks-Devils Creek Integrated Watershed Management Plan
- Prepare budgets, plans, studies, reports and guidelines for approval by the Board
- Work with the Board and stakeholders to develop an Integrated Watershed Management Plan for the Brokenhead River Watershed
Project and Financial Management:
- Support the board in the budgeting and maintenance of district drains, culverts, and crossings
- Obtain all permits, licenses, and landowner agreements where it pertains to construction activity
- Prepare monthly budget reports for the Board
- Prepare proposals for funding through grant applications, sponsorships, and other fundraising initiatives to support program sustainability
- Monitor and track project expenditures, maintaining accurate financial records for funding bodies
Outreach and Communications:
- Liaise with partner municipalities, ratepayers, provincial and federal governments
- Arrange and attend public functions on behalf of the Board
- Prepare and deliver presentations and information materials
- Investigate concerns from ratepayers while representing the Board in a positive and professional manner
QUALIFICATIONS
- Graduate from a recognized post-secondary institution with specialization in environmental studies, natural resources management, agriculture, a related discipline, or an equivalent combination of education and experience
- Understanding of environmental issues on the landscape and agricultural best management practices
- Excellent organizational skills and ability to manage time while prioritizing multiple work files
- Project management and budgeting experience
- Strong supervisory and leadership skills
- Strong problem solving, analytical and decision-making skills
- Strong people skills with the ability to collaborate with diverse stakeholder groups
- Strong verbal communication skills with experience giving presentations to a variety of audiences
- Strong written communication skills with experience writing grant applications
- Experience working with databases, spreadsheets and documents organizing information such as budgets, project management, outcomes, and monitoring, using Microsoft Office Suite
- Communication experience with various media including websites, social media, and print
- Understanding of GIS and GPS technologies
CONDITIONS OF EMPLYOMENT
- Must be legally entitled to work in Canada and have a valid Class 5 Driver's license
- Must be willing and able to work variable hours as needed
- Must be willing and able to travel within Manitoba, including overnight stays as needed
The NRWD offers competitive wage and enrollment in the Municipal Employees Benefit Plan. Wage will be dependent on qualifications and experience.
