Climate Caucus is an ambitious, national, non-partisan non-profit working at the intersection of two essential pillars of shared prosperity: local democracy and climate policy. Across the country, we support local elected leaders enact, and advocate for, climate initiatives at every order of government.

About the Role

This is an exciting, generative role for a highly-motivated individual with considerable experience in policy development or analysis and a demonstrated ability to translate policy insights into tangible projects and impacts.

The Programs & Policy Senior Manager will oversee Climate Caucus’ research and community programs, including honing current offerings and designing new initiatives based on needs of local elected leaders across the country. You’ll conceptualise how to meet emerging policy and programming needs, manage the development of resources that meet these needs, and collaborate with our warm, ambitious team to help deepen both the impact and reach of these programs.

Key Responsibilities

Program & Project Management (35%)

  • Manage the portfolio of Climate Caucus programs and initiatives, including working groups and multi-year standalone projects.
  • Develop new programs and project frameworks—ranging from research projects to multi-stakeholder community engagement initiatives—based on emerging member needs.
  • Collaborate with the Communications, Public Affairs and Advocacy functions to keep programs aligned with broader organisational strategy.
  • Evaluate program outcomes and bring recommendations for significant changes to the Executive Director and other senior team members for consideration.

Research & Policy Analysis (35%)

  • Apply knowledge of emerging trends and developments to strengthen policy, programs, and organizational decisions.
  • Integrate evolving research, legislation, and sector developments into policy and practice.
  • Lead or contribute to research projects that require in-depth policy knowledge, including providing guidance, coaching, and quality oversight to one staff member conducting research.
  • Oversee the translation of policy research and legislative developments into accessible, actionable resources for members, including handbooks and policy briefs.

Strategic Relationship Development (20%)

  • Analyze and interpret member feedback into insights into strategic recommendations that inform organizational priorities, programs, resources, and policy.
  • Cultivate and sustain strategic relationships across a range of stakeholders, including partners at different orders of government and various eNGOs.

Staff & Vendor Management (10%)

  • Lead and develop one direct report to deliver high-quality work and achieve organizational objectives.
  • Manage multiple vendors, including budget oversight, relationship building and ensuring high-quality outputs.

Skills & Experience

  • 5+ years’ experience analysing and/or writing policy or accessible research materials with the ability to quickly build subject-matter expertise in new policy areas as programs require.
  • At least 3+ years’ experience managing multi-year programs and projects across complex stakeholders, ideally within a non-profit, advocacy or public policy environment.
  • Knowledge of the Canadian municipal and/or climate policy landscape.
  • Demonstrated strategic listening and relationship-building skills, with the ability to synthesize conversations into actionable programs and policy recommendations.
  • Demonstrated ability to plan, prioritize, and independently manage multiple initiatives and competing priorities while delivering high-quality outcomes.
  • Demonstrated ability to ensure the quality, accuracy, and integrity of policy analysis by reviewing the work of others and assessing recommendations in a timely manner.
  • Self-starter who thrives on achieving impact and results.
  • Experience collaborating with cross-functional teams; experience mentoring or managing other team members is an asset.
  • French language skills are an asset.

Term and Duration
This is a full-time role, the annual salary for which begins at $75,000—$80,000 p/a, dependent on experience.
