WATER CONSERVATION DATA COLLECTION SPECIALIST

DRIVING & RECORDING DATA in residential neighbourhoods with a partner

There are several positions available. All work is scheduled on very early mornings in June and July, with a possible extension into August by mutual consent, should funding become available. Training 1-2 full days in late May is required. Dates have not been set yet but updates will be sent to applicants.

What this work is about:

The Drinking Water Conservation Plan Summer Support Program is a project that was delivered for 3 consecutive years 2022-24. It was developed in coordination with municipalities throughout Metro Vancouver to support their enforcement and education programs regarding lawn watering restrictions.

The objectives of this program includes:

  • To ensure residents are aware of the lawn watering restrictions;
  • To reduce non-compliant lawn watering; and
  • To provide support to member jurisdiction education and enforcement programs.

The Program will consist of teams of 2 travelling through areas to look for evidence of non-compliant lawn watering. When evidence of an infraction is found, field staff record data and leave printed information in the mailbox or at the door for residents of that address.

Information and data will be shared between Metro Vancouver and the member jurisdiction, allowing for potential follow up by local enforcement. On any given day, 10 to 20 team members will work in pairs in 5 or 10 different vehicles to collect data in different geographic zones of the region, such as: 1) North Shore, 2) Richmond, 3) Tri-Cities, 4) Burnaby, 5) Surrey, Delta, and Langley Township.

Work Duties:

  • Working with a team member, drive to the most cost effective meetup point for ride sharing to/from the starting and ending point of the day.
  • Observe for non-compliant lawn watering using criteria, while driving in the assigned zone.
  • One member of each pair will drive the route and cross checks data entry while the other records observations into software using the smartphone provided.
  • Complete and deliver a notice of infraction with handwritten information, along with print information, to non-compliant residences.
  • Participate actively in training provided.
  • Water conservation knowledge is not required.
  • A vehicle insured for business use and $5M driver liability, and a drivers licence, is preferred but not required. If you are interested in this work and do not have access to a vehicle, you may be partnered up with a driver or we will explore providing a business use car share for you.

  • Willingness to travel to different neighbourhoods within the Greater Metro Vancouver area.

PROGRAM DELIVERY SCHEDULE

Required In-person Training:

  1. FULL DAY classroom session(s) in Burnaby near Metrotown Skytrain station (late May)
  2. FIELD TRAINING to be scheduled during several initial shifts and ongoing support to be provided throughout program implementation

Core Delivery:

9 weeks - June 1 to July 31

5 days scheduled between Tuesday - Sunday (no Mondays)

4 hours per day, scheduled between 4 - 9 am (start time varies slightly each week, as first light/sunrise changes.)

plus Team Meetings, scheduled at mutually agreeable times at 1-2 key points in the program


OR, you can apply for Part-time Delivery:

2-3 days per week throughout the program OR 5 days a week for a minimum of 4 weeks

(scheduled to reflect your availability and the Program needs)


Rate: $25/hour, including travel time to and from data collection zones each day, plus mileage for those driving their own vehicle.

VEHICLE USE DETAILS:

  • Ideally, all team members will be willing to drive about half of the shifts. That could be certain days of the week or one week driving and one week not driving. However, the exact split of the driving role to the data recording role will be determined in each pairing to reflect individual needs and preferences.
  • All drivers will need to provide a Drivers Abstract.
  • Those driving their own vehicle will be paid mileage and need to have in place, Business Use Insurance (Rate Class 007) and coverage of $5M for the duration of employment (2-3 months).

“The work experience from the various outreach programs have given me a greater familiarity, appreciation and curiosity about how Metro Vancouver and other regional bodies manage resources. When I visit somewhere new (or even places I grew up in), I ask myself ‘Where does their water come from?’ I really enjoyed learning from my outreach partners too. We all studied different topics and had different life experiences. And sometimes that even provided compelling talking points for the outreach. I wouldn't say I was a particularly shy person before, but I definitely didn't have a well developed public speaking ability prior to this position (and I still have a lot to work on!) But this experience helped me get more comfortable with carrying a variety of conversations with a variety of visitors (young, old, critical, supportive, local, visitor, etc).
