Position: BC Lead
Organization: ICLEI Canada, British Columbia office
Location: flexible, however should be in City of Victoria office an average of 2 days per week

ICLEI – Local Governments for Sustainability is a global network of more than 1,750 local and regional governments committed to sustainable urban development. Active in 100+ countries, we influence sustainability policy and drive local action for low emission, nature-based, equitable, resilient and circular development. Our Members and team of experts work together through peer exchange, partnerships and capacity building to create systemic change for urban sustainability.

  • As a movement: We accelerate action by running programs and campaigns that help local governments advance their sustainability activities and achieve meaningful results.
  • As an agency: We provide a gateway to solutions specifically for local government practitioners; via a wide variety of innovative tools, targeted resources, and fruitful partnerships.

We provide a wide-range of services for local, provincial and federal governments in support of developing sustainable, climate-ready communities. This support includes but is not limited to:

  • Adaptation and resilience planning: Working with communities to develop collaborative and implementation-focused resilience plans
  • Energy and emissions planning: Supporting communities as they reduce their energy and emissions and move towards a low carbon future
  • Capacity building: Providing opportunities to build expertise locally on climate change, sustainability, and resilience

The ICLEI Canada team has over 80 cumulative years of experience in the municipal sector and in non-profit organizations. ICLEI Canada's head office is located in Toronto. In 2017, ICLEI Canada opened its first regional office, hosted by the City of Montreal. This office was created with the objective of better supporting francophone municipalities of Quebec and the rest of Canada with climate change adaptation and mitigation planning and implementation. Shortly after the BC Office was created via a hosting arrangement with the City of Victoria in order to support Victoria and western Canadian municipalities in their climate work.



  • Assist in coordinating the operations of the office
  • Work with the Executive Director and Managing Director to implement and maintain annual workplans and budgets for programs and projects
  • Assist in hiring, training, and motivation of staff

Program & Project Development and Management

  • Develop new projects to meet the needs of municipalities in planning and implementing adaptation and mitigation
  • Lead ICLEI Canada programs and projects in BC, including staff, tasks, timelines and budgets
  • Maintain service delivery standards to meet the capacity building needs of municipalities
  • Collaborate with ICLEI Canada staff and local partners to deliver programs and projects nationally
  • Maintain excellent client relations

Partnership Development

  • Develop, maintain and enhance ICLEI relationships and interests with partners and funders in BC and the rest of Canada


  • Assist in securing funding for the office and its programs and project
  • Help to develop project proposals, through both Request for Proposal processes and unsolicited applications
  • Support fundraising activities of the Toronto office

Host Support

  • Collaborate with the Host city to develop and report on annual workplans
  • Deliver annual work plans in collaboration with BC office staff and staff in the Toronto office as appropriate

Member Services and Development

  • Work with staff of the Toronto and Quebec office to maintain connection with and support ICLEI members
  • Recruit new members in BC


  • Communicate ICLEI’s mission and promote activities in BC
  • Participate in local government sustainability and climate change-related events in BC
  • Organize and support ICLEI events in BC and the rest of Canada

The BC Lead reports to the Managing Director and Executive Director of ICLEI Canada. Generally, matters relating to project activities are reported to the Managing Director, and matters relating to operations, partnership development, fundraising and host support are reported to both the Managing Director and the Executive Director.


  • University degree in environment, urban planning, sustainable development or any other related discipline
  • A minimum of seven (7) years of directly related professional experience in program and project management. This is not an entry level position.
  • Experience working with local governments
  • Knowledge of climate change files at the local and provincial level
  • Knowledge and practical experience in sustainable development and climate change
  • Ability to excel in a fast-paced, ever-changing and dynamic environment
  • Be able to travel in Canada and abroad as needed


  • Project management position in a non-profit or public or private organization
  • Established professional network in BC
  • Bilingualism (French / English) is an asset


Annual salary: $ 52,500 + annual bonus
Location: Flexible, however should be in City of Victoria office an average of 2-days per week
Work hours: 40 hours per week, flexible to coordinate between time zones and work-life-balance needs.
Bonus structure: merit-based bonus system structure, applied annually at rates established each year, subject to budget availability.
Vacation: 3-weeks vacation + 5 free days to be exclusively applied over the winter break
RSP Benefit: $15 per pay period paid-out annually
