Position: Director of Finance and Operations
Organization: Pembina Institute
Location: Calgary, Alberta

Position Overview

The Pembina Institute is seeking a Director of Finance and Operations to join our senior management team. This is a position for someone who is analytical and highly organized, possessing impeccable attention to detail and strong leadership skills.

You will play a critical role in strategic decision-making and operations by providing oversight across three jurisdictions with offices in Vancouver, Calgary, Edmonton, Toronto and Ottawa.

The Director of Finance and Operations’ primary responsibility is to oversee organizational financial management and core operation services. The successful candidate will lead a finance and administration team with expertise in human resource management, organizational administration, financial accounting, accounts management, and office management/IT. The Institute also provides services to the Pembina Foundation, so part of your role is to ensure obligations of due diligence toward the Foundation are met.

Roles and Responsibilities

As the Director of Finance and Operations you will lead the operations team. This includes:


  • Oversee and analyze the organization’s financial health and oversee production of accurate, timely and relevant financial information for management, as well as internal and external audiences including for audit, taxation and compliance.
  • Oversee the annual organizational budget process in conjunction with the Executive Director.
  • Oversee payroll and overall bookkeeping functions.
  • Manage, enhance and update financial and accounting business practices, policies, and procedures.
  • Oversee the production of quarterly and annual financial statements and financial health indicators; present both to the audit committees; and lead annual external audits.


  • Inventory the Finance and Administration group’s division of labour in relation to Pembina’s operational needs and adjust accordingly.
  • Assist the Board in their governance role by providing necessary and timely information; researching best and next practices in operations, charitable compliance and administration; and making appropriate recommendations.
  • Ensuring the vision, mission and goals are reviewed on a regular basis to ensure financial sustainability, social relevance and adherence to all Canada Revenue Agency (CRA) charitable organization requirements.
  • Ensure obligations of due diligence between the Institute and Foundation are met. This will include reviewing and approving grant or funding applications submitted by the Foundation, and providing interpretation and advice to the Board in instances of potential misalignment with Foundation policies or CRA criteria for charitable organizations.
  • Oversee the management of relationships and contracts with all major service providers including banking, insurance, legal, audit, landlords, tenants, travel, logistics, and third-party vendors.
  • Ensure all aspects of the Annual General Meeting are arranged in a timely manner.
  • Oversee management of all physical workspaces including capital purchases and equipment leasing.

Human Resources

  • Oversee and support HR functions and services including creating job descriptions, tracking performance reviews and professional development plans, supporting hiring/onboarding/offboarding processes, and regularly reviewing and updating staff policies and procedures.
  • Maintain and update Pembina’s salary grid as necessary, and review salary surveys to ensure competitiveness.
  • Support managers to implement procedures for training and developing staff.
  • Work closely with the payroll administrator in aspects of contracts and benefits.

This position is located in our Calgary office. It is full time (40 hours a week) and may require some travel and occasional work on weekends and evenings.

Skills and Qualifications

Candidates must clearly reflect the following skills and experience in their application:

  • Related university-level degree; professional certifications/designations such as MBA, CA, CGA or CMA strongly preferred.
  • At least seven years of overall professional experience and ideally five or more years of progressively increasing financial, operations and supervisory management experience.
  • Experience with holding final responsibility for financial data as well as reporting of financial data of an organization and/or an organizational unit.
  • Extensive experience and knowledge in dealing with accounting systems, budgets, internal controls, business planning, and asset management.
  • Advanced proficiency with accounting software, spreadsheet programs and applications.
  • High level of proficiency with Microsoft Office productivity suite
  • Diverse personnel management experience.
  • Proficiency in Human Resource functions and requirements.
  • Strong knowledge of equipment and facilities management.
  • Working knowledge of information technology infrastructure management.
  • Effective facilitation, group problem solving, and consensus building skills.
  • Experience designing, leading, and championing internal change management initiatives.
  • Sound analytical thinking, planning, prioritization, and execution skills.
  • Ability to effectively communicate both verbally and in writing.
  • Non-profit financial management experience an asset.
  • Strong personal commitment to sustainability and advancing the mission of the Pembina Institute.
