Position: Northern Social Finance Coordinator

1. Summary and Background

The Fair Finance Fund is currently accepting proposals for the position of Northern Social Finance Coordinator.

Organization summary:

The mission of the Fair Finance Fund is: to mobilize equitable and accessible capital for Ontario's food and farm enterprises that create social, environmental and economic benefits.

The Fair Finance Fund (“Fund”) isa non-profit social finance fund dedicated to providing loans and mentorship services to local food and farm enterprises that value strong local food systems, local economies, and a healthy planet. The Fair Finance Fund has built on seed capital to implement an ongoing investment opportunity for community-minded investors, that is, individuals who want to invest their capital to build local food systems in Ontario to support food that is grown, raised and processed in their own backyards.

The Fund is an incorporated non-profit corporation governed by a Board of Directors, with a Loan Review Committee, management by the Fair Finance Fund staff, and a pool of advisors to support loan recipients to achieve success in their social enterprise.

Position summary

The Northern Social Finance Coordinatoris part of the team implementing and expanding the Fair Finance Fund, which includes the Project Manager, the Southern Coordinator, the Communications Coordinator, and the Board. This position is responsible for loan officer duties as well as general outreach, social enterprise support and project implementation in their region. The position is supervised by the Project Manager.

The Coordinator will provide input and expertise to manage and administer the loan program, develop new policies and procedures as needed, respond to external trends in lending and provide input to fund managers on these trends and support the loan applicants through the application process. They will also participate in outreach, communications and networking with partners, potential clients and allies in northern Ontario both virtually and in-person per the Fund’s COVID workplace safety guidelines.

Eligibility and guidelines

This position is open to individuals with expertise in social finance, Ontario’s local food and farming sector, and able to access a network of contacts and partners in their region in northern Ontario. Successful applicants will have access to a home office in northern Ontario.

3. Timeline: The contract will begin as soon as possible and is funded to June 20, 2021 with annual budget approval and with probable extension based on funding. The expectation is for full-time or close to full-time availability.

4. Deliverables

  1. Lead in loan project planning, communication and liaison with loan applicants
  2. Lead role in REAL Assist (mentorship program) to match advisors to clients, register new advisors, manage contract and evaluation process for each mentorship contract
  3. Lead in development and implementation of new loan policies and procedures
  4. Key contact for loan applicants and loan clients
  5. Participation in loan review, site visits, and disbursement process with team
  6. Outreach, communication and marketing in Northern Ontario through conferences, partner events, webinars to loan clients and potential investors
  7. Administration of client database and other documents
  8. Participation in the development of the social finance sector in Ontario, including participation in social finance conferences, tracking trends to support manager reports and outreach to potential partners and new networks

Please note that further outcomes may be requested or some changes may be necessary as the project develops.

5. Project Budget

The budget for this contract is in a range depending on experience and other considerations and will be commensurate with that experience. Please note standard daily rates in the application.

6. Bidder Qualifications

The candidate will have:

  • Ability to work well with others with patience, tolerance and a willingness to consider others’ opinions
  • Ability to work with a supervisor as well as independently
  • Expertise in financial management practices, the investment sector, business development and lending practices
  • Experience of community lending and social finance
  • Knowledge of the local food and farm sector
  • Experience with presentations, partner meetings, network development and outreach to target groups
  • Able to work with spreadsheets, cloud-based document sharing, loan software
  • Willingness to travel
  • Experience with non-profits and social enterprises
  • Knowledge of a second language, preferably French, is an asset

    • Description of experience with social enterprises
    • Description of loan management experience
    • Examples of other contracts or projects related to the local food and farm sector (specific to financing preferably)
    • List of any other project related experience.
    • Description of plan to achieve deliverables
    • Contract budget expectations
  • References (contact information)

8. Proposal Evaluation Criteria

The Fair Finance Fund will evaluate all proposals based on the following criteria. To ensure consideration for this Request for Proposal, your proposal should be complete and include all of the following criteria:

  • Overall proposal suitability: proposed concepts must meet the scope and needs included herein and be presented in a clear and organized manner
  • Organizational experience: proposals will be evaluated on the consultant’s experience as it pertains to the scope of this project
  • Previous work: applicants will be evaluated on examples of their work pertaining to the previously stated experiential requirements of the project.
  • References are necessary with all claims of experience related to this project.
