Job Summary

As a Climate Change Policy Advisor, you will provide high-quality consultancy services for various international projects with a focus on mitigation. You will take part in projects with a wide range of clients (governments, international financial institutions (IFIs), international development agencies, corporations, etc.) while working with a multicultural and multidisciplinary team based worldwide.

Activities consist mainly in supporting the delivery of projects for the design and implementation of climate policies and strategies at the country and corporate levels under the framework of the Paris Agreement and the United Nations Framework Convention on Climate Change (UNFCCC). You will also lead the development of new climate related services to support Econoler’s business development team and be involved in the preparation of proposals. Your scope of work covers several themes related to mitigation policies including climate finance, carbon market mechanisms, greenhouse gas (GHG) accounting, environmental integrity standards, measurement, reporting, and verification (MRV), as well as climate law and governance in a variety of sectors.

Specific Duties

  • Provide relevant expertise and consultancy services for climate change projects focused on GHG mitigation.
  • Plan and implement projects to ensure the most efficient and highest-quality project implementation within deadlines.
  • Manage projects and collaborate with clients and project teams.
  • Assist the business development team in analyzing calls for tenders and drafting proposals while leading climate related business opportunities with clients.
  • Participate in the knowledge sharing activities of the firm.
  • Perform other duties as assigned by the International Group Director.
  • Topics of engagement may include Nationally Determined Contributions (NDCs), low emission development strategies (LEDS), science-based targets (SBTs), climate finance, carbon market mechanisms (mainly Article 6 of the Paris Agreement), GHG accounting (IPCC guidelines and GHG Protocol), environmental integrity standards, measurement, reporting, and verification (MRV), as well as climate law and governance.

Required Qualifications

  • Master’s degree in environmental science, applied sciences, economics, other climate change or environment-related fields.
  • A minimum of 10 years of experience in providing climate-related technical advisory services in the context of international development.
  • Experience in working under the supervision of or in collaboration with IFIs such as IBRD, EBRD, ADB, IADB, and EIB as well as bilateral institutions such as KFW, AFD and GIZ, among others.
  • Experience in developing and providing technical assistance for implementing IFI-supported GHG mitigation projects, programs, or initiatives in developing countries and emerging economies.
  • Relevant knowledge of climate and environment-related international agreements (UNFCCC, Paris Agreement, Montreal Protocol, etc.).
  • Experience in climate policy/governance, including but not limited to conducting research or analysis, providing policy advice, and/or delivering technical assistance specific to the following: NDCs, LEDS, GHG accounting, national communications to the UNFCCC, carbon markets (Internationally Transferred Mitigation Outcomes, ITMOs), MRV, enhanced transparency frameworks (ETFs), etc.
  • Experience in designing financial schemes for GHG mitigation projects, including climate finance instruments, products, and sources.
  • Good skills in providing stakeholder, client, and project management services from both a technical and administrative standpoint and ability to coordinate project teams in a multi-stakeholder and multi-geographical context.
  • Minimum of five years of international experience.
  • Practical experience in energy efficiency, renewable energy, and industrial processes would be a strong asset.
  • Experience in the evaluation of projects, programs, and financing mechanisms would be a strong asset.

Skills

  • Fluent in English and French. Spanish would be a strong asset.
  • Excellent working knowledge of all Office 365 applications, especially MS Teams.
  • Diligent, reliable, proactive, and autonomous but collaborative.
  • Comfortable operating in a fast-paced international environment.
  • Good prioritization and time management skills.
  • Comfortable working from home (not in an office environment).
